RTA showcases Dubai Metro project achievement experiment at Asia Pacific Rail Conference in Thailand

More than 200 delegates & specialists took part in the premier rail annual event

H.E. Mattar Al Tayer, Chairman of the Board and Executive Director of Roads & Transport Authority (RTA) headed RTA delegation that took part in Asia Pacific Rail Conference held in the Thai capital Bangkok; where H.E. presently RTA experiment in achieving Dubai Metro Project.
H.E. Mattar Al Tayer delivered a keynote speech in front of more than 200 key decision makers in railway industry as well as railway operators, bankers, financiers, risk management & insurance consultants, contractors and vendors; in whihc he reviewed a host of core topics related to the leadership role in achieving Dubai Metro Project.
“The leadership and generous patronage of HH Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, was the underlying factor for completing Dubai Metro project on time. HH kept the project under close look, tracked various construction phases and made site visits marking the project milestones. In March 2006 HH laid the foundation stone of the project, in January 2007 HH launched the initial tunneling works of the metro tunnels, and in September 2008 HH launched the trial run of the metro on the test track stretching from Jebel Ali Station to Ibn Battuta Station” said Al Tayer.
“HH directed to address all security and safety requirements at the highest global standards; which proved a crucial element for completing the project without significant construction incidents. HH directed to buy another Tunnel Boring Machine to speed up the tunneling drive and accordingly the tunnels of the Red and Green Lines were completed ahead of schedule” said Al Tayer. He stated the key factors underlining the completion of the project which included a well-defined vision, mission and objectives, and the continual follow-up of the work progress in various phases of the project, as well as the teamwork spirit, cooperation and communication with various internal & external relevant parties. Contributing factors also included the proper management of risks and challenges, developing integrated work programs spanning all stakeholders and sub-contractors, documentation, and benefiting from learned lessons.
Al Tayer went on to say that the leadership team was confronted with several challenges in the course of completing the Dubai Metro project and cited examples such as the need to assess the key project details, overcoming technological issues that shoot up (such as tunnel ventilation), taking strategic decisions (such as the phased opening of the Red Line Stations), commitment to open the project on time (09.09.09), coordination with the diverse parties of the project, and dealing with engineers workers belonging to about 200 nationalities. “In rising to these challenges, the leadership team was driven by the strict compliance with the directives of HH Sheikh Mohamed bin Rashid Al Maktoum which were communicated to everyone engaged in the project construction, be it RTA employees or the Consortium undertaking the project. It was stressed to all bodies that the decision to open the project on the pre-determined date at the signing of the project in 2005 was irreversible and things have to be carried on accordingly. All potentials and resources of all RTA agencies and sectors have been mobilized to ensure the timely delivery of the project”.
Al Tayer reviewed some of the decisions taken which had considerable impact on expediting the progress of the metro project such as the establishment of Dubai Metro Project Forum; comprising senior RTA executives, as well as project contractors and Consultant, with a view to speeding up decision-taking in core issues. The Chairman of the Board and Executive Director of the RTA assumed direct responsibility for the project as of May 2009 and made daily site visits when the operation date approached. HH adopted various tools to achieve this end including rotation of site supervisors, and payment of instant rewards to the excellent supervisors at various locations. Based on several inputs, the decision of the phased operation of the metro service on the Red Line was taken.
“The stations opened were selected on the basis of several standards at the top of which came the population density in the area served by the station for the convenience of those living in the vicinity of the station, availability of commercial activities in the area served by the station, availability of government activities in the proximity of each station, the station linking with multi-level parking lots, the station linking with multi-modal transportation means (such as buses and marine transit systems), and the projected number of passengers at each station” said Al Tayer in a concluding remark.

RTA entertains special needs persons in a metro tour


The gesture is set to further integrate the disabled into the community

Dubai (UAE) – The Marketing and Corporate Communication Department at the Corporate Administrative Support Services Sector of Roads & Transport Authority (RTA), in cooperation with the Ministry of Labour, organized a recreational metro tour for people with special needs of the Emirates Center for Special Needs from Al Rashidiya Station to Nakheel Harbour and Tower Station.
Hind Al Tajir, Acting Director of Corporate Communication Dep’t at the RTA Corporate Administrative Support Services Sector, said: “The recreational trip is meant to enhance the integration of people with special needs into the community. RTA attaches paramount importance to this category of people, who constitute an integral part of the UAE community; which cares so much for providing decent live to all those living on its soil. It also aims to communicate the idea that this category is welcome to use the metro at any time at par with their unimpaired counterparts”.
Hind further stated: “During the trip the participants familiarized themselves with the facilities available at the metro stations and services provided to people with special needs. In addition, an elaborate description was provided to the attendants escorting special needs people highlighting the advantages offered to metro commuters, the safety systems, and all matters relating to the use of the metro”.
She pointed out that RTA provided an intelligent directional system through tactile directional floor signs to guide visually-impaired commuters, and aid them to move confidently and independently through various parts of the metro network. It has also provided low-floor ticket counters such that they are easily accessible to the wheel-chaired commuters, provided custom-built toilets, and launched a dedicated website for special needs.
In attendance were Fahd Hadi, Manager of Public Relations Section from the RTA; Abdul Rahman bin Ali, Deputy Director of Government Communication Dep’t at the Ministry of Labour; and Saeed Mohammed Abdul Ghani, Director of Emirates Center for Special Needs.

Al Tayer launches Dubai Metro new portal, RTA website voice browser service


Roads & Transport Authority – Mohammed Al Munji:

H.E. Mattar Al Tayer, Chairman of the Board and Executive Director of Roads & Transport Authority, has launched the new portal of Dubai Metro (www.rta.ae/dubai_metro) along with the voice browser service of RTA website for the use visually-impaired surfers, in order to enable them benefit from the services offered by the RTA. In this capacity, the RTA has become the first Middle Eastern government body to offer such type of services to this segment of the community.

“The new portal has been designed following an extensive study on how to plan a Dubai Metro journey. The Guide starts with the planning process, and identifies the stations nearest to the starting and terminal point of the journey. It also sets the locations of stations to be used, and the most suitable method of arriving at the station through various transportation means such as buses, taxis and marine modes, besides checking trains’ arrival and departure timings” said Al Tayer.

“The second step involves buying tickets, introducing the features of Nol cards & tickets, journey cost & calculation, and the locations of buying, topping-up and or adding trips to Nol cards. The third step includes information about Dubai Metro carriages such as different classes, ladies & children exclusive carriages, wireless internet service (WiFi), special needs services on board the metro trains, and the rules & regulations of using the metro” he continued.

RTA Chairman of the Board and Executive Director further added: “RTA has upgraded its website (www.rta.ae) through adding Voice Browser service in a bid to showcase the e-services offered by the RTA such that visually-impaired users will be able to browse the website and check its contents fairly easy regardless of the extent of their visual disability. Launching this service comes in the context of RTA efforts to reach out to all segments of the community; particularly the disabled as they are an integral component of the community and the RTA is always seeking to address the requirements of this category and communicate with them in a way that adds to their social integration”.

“RTA has carried out an extensive study before the launch of this service spanning RTA visitors from visually-impaired individuals. Based on their feedback, RTA identified the services to be offered to them. This service is marks an initial phase that will be followed by other phases through which more sophisticated services will be added. RTA has applied high standards to meet the needs of special needs in the new portal, enabling accessibility of the system, improved format for presentation of RTA e-services, and exploring the possibility of using the system without having to use a special keyboard for visually-impaired individuals” concluded Mattar Al Tayer.

Dubai Metro lifts 7m commuters in 4 months

1.2m passengers use Mall of the Emirates Station

A statistic compiled by Rail Agency of Roads and Transport Authority (RTA) indicated that Dubai Metro had lifted 7,592,066 passengers from the date it was launched on 9 September 2009 to January 2010 through 11 stations on the Red Line.
Ramadan Abdullah, Director of Rail Operation Department at Rail Agency, stated that the Agency opened Dubai Mall Station on 3 January this year, one day before the official inauguration of the tallest tower in the world coinciding with the 4th anniversary of Accession Day of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, as Ruler of Dubai.
Ramadan emphasized that the Mall of the Emirates Station was still the most attractive to commuters and tourists alike topping the list during the period from 9 September 2009 to 9 January 2010 with 1,265,646 passengers followed by Khalid bin Al Waleed Station with 1,111,301 passengers, Al Ittihad Station with 1,007,564 passengers, Al Rashidiya with 766,908 passengers, Nakheel Harbour and Tower Station with 766,472 passengers, Deira City Center Station with 749,930 passengers, Financial Center Station with 652,149 passengers, Al Rigga Station with 539,692 passengers, Al Jafiliya with 407,878, Airport Terminal 3 Station with 294,004 passengers and Dubai Mall Station with 30,522 passengers.
He continued: “The Metro is witnessing considerable turnout on Fridays, official holidays and public events such as the two Eids and National Day celebrations. We, therefore, urge Metro users to be patient, not to push their way hastily to the trains, and read the tips & guidelines compiled by those Rail Agency specialists for the safety of all passengers. Commuters need not throng at the train doors as it is a key factor responsible for the slow traffic in boarding and alighting of the metro”.
Ramadan continued that the success of the Metro was a real success for the city of Dubai and a true reflection of the bustling passenger traffic. “What we see today is an evidence of the urban mutation witnessed by the city of Dubai in various fields, the latest of which is the Dubai Metro. He further noted that Dubai Metro succeeded in attracting many people towards using the metro as their main mode of transportation and contributed to reducing traffic congestions and gas emission from some vehicles and motorcycles thus assisting in conserving the environment and adding an atmosphere of fun and joy” he concluded.

RTA: DURL Consortium continues construction works of Dubai Metro Project

The Dubai Roads & Transport Authority (RTA) confirms that Dubai Rail Link (DURL) Consortium is continuing with the construction works of Dubai Metro Project according to the planned schedule, and work is progressing normally at various sites in both the Red & Green Lines to finalize the remaining works of the project; which has completed significant phases. This is reflected by the project progress in the opening of the initial phase on 09 September 2009, and the opening of the station neighbouring Burj Khalifa on 3 January 2010 i.e. four days ago. RTA also reiterates its contractual commitments to the flow of payments in accordance with the progress of work made in the project.

RTA was surprised with some media channels circulating inaccurate reports about the project; whose work progress can be seen by everyone at various sites.


هيئة الطرق والمواصلات تؤكد استمرار تحالف "دورال" في تنفيذ أعمال مشروع مترو دبي


أكدت هيئة الطرق والمواصلات استمرار تحالف "دورال" العمل في مشروع مترو دبي وفقا للبرنامج الزمني المخطط له، حيث تسير وتيرة العمل بصورة اعتيادية في مختلف مواقع المشروع على الخطين الأحمر والأخضر لانجاز الأعمال المتبقية من المشروع الذي قطع مراحل كبيرة، حيث تم افتتاح المرحلة الأولي منه في التاسع من سبتمبر 2009، كما تم في الثالث من شهر يناير الجاري أي قبل أربعة أيام تشغيل المحطة المجاور لبرج خليفة، كما أكدت الهيئة على الالتزام التعاقدي للتدفقات المالية وفقا لسير العمل في المشروع.

وأعربت هيئة الطرق والمواصلات عن استغرابها من تناقل وسائل الإعلام لأخبار تفتقر إلى الدقة، مؤكدة أنه يمكن للجميع مشاهدة سير العمل في المشروع في مختلف المواقع.
